The National Labor Relations Act (NLRA) applies to both private employers and unionized employers. Employees are entitled to engage in protected, concerted activity, and discuss the terms and conditions of their employment. Employers should not take adverse employment action against their employees who simply discuss the terms and conditions of their employement. This is true even though such discussions may upset the employer. Employees have a right to point out any illegal avtivity their employer may be involved with, without fear of being realiated against.
